Academy of Business Studies (ABS), New Delhi is a group of professionals with backgrounds of management, law and IT. The organisation started operations in 1983 and operates from a modest flat at Ansari Road in the publishing district of the Delhi.

The promoter

ABS was founded by Arun Goyal. He is an MBA from IIM Ahmedabad. He is a trade expert known by his trade column in Economic Times. He appears regularly on public and private platforms in India and abroad.

Our current activities and past achievements:

• Over the last 27 years, the Academy has made significant original contributions in bringing transparency to Exim Policy and tariff affairs besides adding to the body of knowledge on trade issues.


• It builds databases on government policies particularly export and import policy, custom tariff, foreign exchange and other issues in international trade. The popular book Easy Reference Customs Tariff October 2012, 33rd edition, along with the update service called Weekly Index of Changes examples are published by ABS.


• ABS News Service is accredited to Government of India. Recently, it has started publication of Daily Index of Changes for specified users as well as the web sites and Newspapers on trade matters.


• The ABS Consultancy Service provides advisory services on trade matters, particularly on trade policies and procedures, duty structure, and WTO issues to international organisations, governments and the private sector.


• Design and implementation of online FDI application system for DEA, Min of Finance, Govt of India. The site is up and running at www.fipbindia.com


• Design management and daily updation of website www.custada.in on Customs Tariff for Economic Division, Ministry of Finance.


• Design, management and daily updation of website www.worldtradescanner.com covering database and daily updation of world trade, customs, excise and import policy.


• The Academy of Business Studies has been assigned the task of study and survey of FDI based R&D Service units in India by the Ministry of Science and Technology (TIFAC). The study analyses the status and performance of FDI based R&D units in India. Another study on FDI in the export sector for Ministry of Commerce is just completed.


• Worked with APEDA to suggest a revised ITC(HS) Coding system at eight digit level for agri items covering Chapter 1 to 24 based on DTR data. Findings presented to Agri Industries all over India and also to Ministry of Commerce.


• Analysed the structure of India’s imports in a big project based on DTR data for Ministry of Finance with ISID in 1991. This was the beginning of actual analysis of DTR and was the path braker at that time.


• The Academy has worked on the concept subject of WTO since 1994 with the support of World Trade Centre, Mumbai and Indian Institute of Foreign Trade. Edited the state of art compilation WTO in the New Millennium: Commentary, Case Law, Legal Texts over five editions. Personally monitored all six WTO Ministerial starting from Singapore (1996) Geneva (1998), Seattle (1999), Doha (2001), Cancun (2003) and Hong Kong (2005). We also edit and publish the World Trade Scanner, an international weekly on WTO and other current topics of global trade. All six WTO Ministerial have been personally monitored by ABS.


• A project on the Coding of Exim Policy on Hazardous Wastes assigned by the Ministry of Environment and Forests New Delhi was successfully completed in February 2003.


• Assignments to rewrite the Export and Import Policy along with reorganisation of Export Licensing Policy were completed successfully in 2003-2004. ABS works closely with the European Commission and World Bank on trade policy in India and South Asia.
